ChatGPT Ads Expands to 89 Countries: AI Answer Engines Are Now Ad Platforms
OpenAI added 26 markets and says more than 100,000 advertisers have run campaigns. Ads appear only on the Free and Go plans, and the shift changes how brands get found, how generative engine optimization works, and how agents may shop.

OpenAI said on Oct. 21, 2026 that ChatGPT Ads is expanding to 26 more countries, bringing the ad product to 89 countries in total. The company also said more than 100,000 advertisers have run campaigns on ChatGPT since ads launched just over eight months ago. Ads appear only on the Free and Go plans. Plus, Pro and Enterprise subscriptions stay ad-free.
This is a bigger deal than a normal ad-network expansion. One of the most-used AI answer engines is now also a global ad platform. That changes how brands get found, how generative engine optimization (GEO) works, and how AI agents may eventually buy things for people.
What OpenAI Announced
- Reach: OpenAI says more than 1.2 billion people use ChatGPT each week. That figure covers all users, not only those who see ads.
- Advertisers: More than 100,000 have run campaigns since launch. It is a cumulative count, and the announcement does not say how many are active now or how it defines "run campaigns."
- Countries: 26 new markets, for 89 in total. PPC Land counts 14 in Latin America and 12 across Europe, the Middle East, Africa and Asia. The announcement names Argentina, Chile, Colombia, Peru, Nigeria, South Africa, Serbia, Ukraine, Cambodia, Bangladesh and Pakistan; the other 15 are not listed.
- Tiers: Ads appear only on the Free and Go plans.
- Buying: Advertisers can buy through technology partners or self-serve through OpenAI's Ads Manager.
OpenAI says its next phase brings new formats, objectives, buying options and measurement capabilities, and that it is exploring more native ways for businesses to interact with consumers inside ChatGPT. The announcement gives no pricing, formats or spend figures for the new markets.
How ChatGPT Ads Work
ChatGPT Ads is OpenAI's advertising product. It shows labeled sponsored placements to users on the Free and Go plans, based on the context of their conversation. In OpenAI's example, someone training for a first marathon asks about race-week meals and narrows the options by diet and cooking time, and an ad relevant to that conversation could introduce a grocery delivery service.
OpenAI says ads are "clearly labeled and separate from ChatGPT's answers," that advertising does not influence the answers ChatGPT gives, that conversations are kept private from advertisers, and that it does not sell customer data. Coverage of OpenAI's earlier ad policies also says ads are withheld from users under 18 and from sensitive topics such as health, mental health and politics. These are OpenAI's own claims. The announcement does not describe any independent audit of them.
PPC Land adds context from outside the announcement: it reported a pilot passing $100 million in annualized revenue with more than 600 advertisers in March, and a $1 billion annualized run rate in late August, with the US pilot starting Feb. 9, 2026. OpenAI's Oct. 21 post includes no revenue figures.
Why Answer Engines Becoming Ad Platforms Matters
Search ads are built around keywords. Conversational ads are built around intent that users spell out over several turns: their budget, constraints, preferences and follow-up questions. For brands, that creates two separate ways to show up inside an AI assistant:
- Organic presence: whether the model's answer mentions, recommends or cites you.
- Paid presence: whether your labeled ad appears next to that answer.
OpenAI says the second does not affect the first. If that holds, the two need separate strategies, and paying for ads will not buy your way into the answer itself.

Newsletter Coming SoonWhat It Means for GEO
Generative engine optimization (GEO) is the practice of structuring content so AI systems can find, understand and accurately cite it in their generated answers.
This section is analysis, not reporting. Paid placements in ChatGPT do not make GEO less important. They make it more competitive. When ads sit next to answers, being the brand the answer actually names becomes the more valuable and harder-to-buy position. In practice:
- Be quotable. Clear definitions, specific facts and primary-source data are easier for models to pull out and attribute.
- Be consistent. Product names, prices and specs should match across your site, docs and third-party listings.
- Measure both channels. Track how often assistants mention your brand separately from paid ad performance. OpenAI says measurement tools are on its roadmap but has given no details.
The Agent Commerce Angle
The most telling line in the announcement comes from L'Oréal Group's chief digital and marketing officer, Asmita Dubey, who describes testing early with OpenAI to pioneer experiences and journeys "from discovery, to evaluation, to agentic commerce." Agentic commerce means AI agents that research, compare and complete purchases for a user.
When ads reach a person, they can persuade. When an agent is doing the shopping, the audience may be software reading structured offers, prices and policies. How ads, rankings and disclosures will work when the buyer is an agent is an open question, and the announcement does not answer it. For background on how agents discover and transact with each other, see our guide to A2A agent-to-agent commerce, and for the security side, AI agents can pay now; securing them is harder.
The Tier Split
Limiting ads to Free and Go creates a two-tier experience. Paying Plus, Pro and Enterprise users get an ad-free assistant, while free and low-cost users get an ad-supported one. For marketers, that means ChatGPT Ads reaches the free and Go user base, not the paid professional tiers. OpenAI did not say how many of its 1.2 billion weekly users are on ad-eligible plans.
Why It Matters
- Answer engines now sell ads. A major assistant is a global ad platform, with 89 countries and a self-serve buying tool.
- Organic and paid presence are separate games. Being named in the answer is not for sale, according to OpenAI, so GEO work still decides who gets cited.
- The claims are unaudited. Labeling, separation from answers and privacy are OpenAI's statements, without outside verification.
- Agents change the audience. If software does the shopping, ad formats and disclosure rules will have to change.
